QSE stands for Quality, Safety, and Environment. HSE covers Hygiene, Safety, and Environment. These two acronyms share two letters out of three, which explains the frequent confusion. The difference lies in the scope: QSE incorporates a dimension of overall performance (quality of products, services, processes) that is absent from HSE, while HSE strengthens the safety component by including hygiene, focusing on the direct working conditions of employees.
Hygiene in HSE: a field-centered scope
The term hygiene in the workplace refers to all measures that protect the physical health of workers on a daily basis. This includes exposure to chemical agents, ventilation of premises, management of personal protective equipment, and prevention of biological contamination.
This aspect is absent from the QSE acronym. In practice, a QSE approach can certainly address these topics, but it does not place them at the center of its architecture. HSE, on the other hand, makes it a structural pillar.
In sectors where physical and chemical risks are high (chemicals, construction, agri-food industry), HSE often serves as the operational foundation for prevention. To understand the distinction between QSE and HSE, one must look at the type of priority risks in the company: if product compliance and customer satisfaction are major issues, QSE takes precedence; if the priority is on the physical protection of teams, HSE naturally prevails.

Quality in QSE: what HSE does not cover
The Quality component of QSE aims for the compliance of products and services with customer expectations and regulatory requirements. It relies on quality management standards and structures internal processes to ensure continuous improvement.
This aspect has direct implications for safety. A controlled manufacturing process reduces non-conformities, and therefore incidents during production. A defective product can endanger the end user as much as the operator who manufactures it.
HSE does not address this value chain. Its scope stops at the protection of people and the environment on the work site. The distinction is clear:
- QSE drives the overall performance of the company, including customer satisfaction and process optimization, in addition to safety and environment.
- HSE focuses on managing professional and environmental risks, without integrating the product quality dimension.
- QHSE (Quality, Hygiene, Safety, Environment) merges the two approaches by adding the hygiene aspect to QSE, making it the most comprehensive acronym.
DUERP and primary prevention: the common ground for both approaches
Whether a company structures its prevention around QSE or HSE, the Single Document for Risk Assessment (DUERP) remains the central regulatory tool. Any company employing at least one employee must draft it, update it, and translate it into concrete action plans.
The Occupational Health Plan 2026-2030 (PST5), presented in June 2026, takes this logic further. It merges the plan dedicated to serious and fatal accidents with the occupational health plan. The goal is to transform the DUERP into a true management tool, not just a document archived in a binder.
The PST5 requires a shift from a documentary logic to a managed prevention, with explicit objectives regarding serious accidents, mental health, and the most exposed populations. For QSE and HSE managers, this means that the DUERP can no longer remain an annual exercise disconnected from the field.
Heat risk: a concrete example of regulatory evolution
A decree issued in 2025 makes it mandatory to explicitly integrate heat risk into the DUERP. Companies in the construction and logistics sectors are particularly affected. This obligation pertains to both HSE approaches (working conditions, hygiene) and QSE approaches (regulatory compliance, risk management).
This type of evolution illustrates why the two approaches are increasingly converging in the field. Regulations do not distinguish between QSE and HSE: they impose obligations that each system must integrate according to its own architecture.

Choosing between QSE and HSE based on the company’s profile
The choice between a QSE approach and an HSE approach depends less on theoretical preference than on the sector of activity and the dominant risks. A service company selling intellectual services has little risk of chemical exposure but a strong focus on service quality. QSE is then the natural framework.
Conversely, a surface treatment factory handling organic solvents needs a robust HSE system even before discussing customer satisfaction. HSE is an integral part of any QSE approach, but not vice versa: QSE encompasses HSE by adding quality.
- HSE-dominant sectors: chemicals, petrochemicals, construction, heavy industry, nuclear, mining.
- QSE-dominant sectors: services, light manufacturing, agri-food, transport and logistics.
- Sectors where QHSE is essential: any activity combining high physical or chemical risks with strict product compliance requirements.
Companies adopting the QHSE acronym formalize the fact that quality and hygiene are not optional but interrelated components. In practice, many HSE managers already handle quality issues without it being mentioned in their job description.
The regulatory trend driven by the PST5 reinforces this convergence. Prevention techniques and risk management become transversal, and the divisions between QSE and HSE lose relevance as legal obligations expand. The challenge for companies is not so much to choose an acronym but to ensure that every identified risk in the DUERP leads to a follow-up and measured action.
